Raluca Csernatoni is a guest professor at the Institute for European Studies (IES) of Vrije Universiteit Brussel (VUB), lecturing on European Security and Counter-Terrorism for the EuroMaster MSc postgraduate programme. She is also a visiting scholar on European security and defence focusing on emerging and disruptive security and defence technologies at Carnegie Europe in Brussels.

She has concluded her two-years postdoctoral research at the Institute of Political Studies (IPS), the Department of International Relations, at Charles University in Prague. Her postdoctoral project, ‘Capacity Building in the European Union (EU): Technological Innovation, Civil-Military Capabilities, and Dual-Use Drones’, makes use of innovative theoretical lenses at the intersection of Science and Technology Studies (STS), Critical Technology Theory, and Security Studies. The project provides a timely and systematic analysis of civil-military and emerging technologies as an entry point to understanding the new dynamics in the evolving European security and defence architecture and governance. 

During her post-doctorate, she was also a lecturer for the Master of Arts in International Relations, an English language graduate programme with the Faculty of Social Science at Charles University. She designed and taught two courses, ‘Technology and Security: High-Tech Warfare in the 21st Century’, and ‘The European Common Security and Defence Policy (CSDP): History, Theory, and Strategy’.

Raluca Csernatoni completed both her master and doctoral studies with the Department of International Relations at Central European University (CEU) in Budapest. Raluca Csernatoni has also conducted research in Brussels at the Royal Higher Institute for Defence (RHID) and its Centre for Security and Defence Studies, and at the International Security Information Service - Europe. She was a recipient of the Study Programme on European Security (SPES) research fellowship at the Institute for European Politics (IEP) in Berlin. She has published policy and book contributions on the EU’s Common Security and Defence Policy (CSDP), the EU's technological power, and emerging security technologies such as artificial intelligence with publishing houses such as Routledge, Palgrave Macmillan, and Springer, as well as academic articles on the research and development of dual-use drone technologies in peer-reviewed journals such as European Security and Critical Military Studies.

Her research interests focus on European security and defence, critical theoretical approaches to security and technology, and emerging technologies such as drones, cyber weapons, autonomous robotics, and artificial intelligence. Raluca Csernatoni is now researching the the global and European (security) governance of artificial intelligence, by exploring how various state and non-state actors frame and adapt their tools and policies and react to the latest transformations and inherent challenges of this game-changing technology.
