COP 22 and CMA 1 in Marrakesh – Towards Implementation of the Paris Agreement

The Paris Agreement on climate change will enter into force in early November 2016 – less than one year after it was adopted. Hence, the 22nd Conference of the Parties (COP 22) to the UN Framework Convention on Climate Change in November 2016 in Marrakesh will also serve as the 1st COP serving as the meeting of the Parties to the Paris Agreement (CMA 1). The record-quick entry into force of the Paris Agreement seems to indicate that all major players around the world have realized the urgency of taking action. However, important challenges remain on the way to full implementation and to achieving the purpose of the Agreement, including holding the increase in the global average temperature to well below 2 or even 1.5 °C above pre-industrial levels.

Against this backdrop, the Policy Forum will discuss the prospects for the Marrakesh conference in the context of international climate policy more generally. It will also reflect on the role of the European Union and its member states in this context. What can the Marrakesh COP/CMA contribute to realizing the decarbonisation of the world economy within the next few decades? What other action is required in Europe and globally beyond Marrakesh? What are the prospects for this action materializing in Europe and elsewhere and which steps can and need to be taken next?
