From Warsaw to Lima to Paris: European Leadership towards a 2015 Global Climate Agreement?

The Institute for European Studies (IES) at the Vrije Universiteit Brussel (VUB) kindly invites you to a policy forum on “From Warsaw to Lima to Paris: European Leadership towards a 2015 Global Climate Agreement?” on 11 December 2013 with:

The UN climate conference in Warsaw in November 2013 constituted an important milestone in the process towards “a protocol, another legal instrument or an agreed outcome with legal force” under the UN Framework Convention on Climate Change to be adopted in Paris in 2015 and to take effect from 2020. The outcome of the conference establishes a set of parameters for the negotiation process towards the next climate conferences in Lima in December 2014 and in Paris at the end of 2015. The conference also clearly displayed the range of interests that are likely to continue to shape international climate politics over the coming two years.

This policy forum will take stock of the outcome of the Warsaw conference, analyze the resulting prospects and challenges for the unfolding international negotiations towards 2015 and assess the evolving role of the European Union in these negotiations. To what extent has the Warsaw conference advanced the international discussions? What are the main challenges towards a new international climate treaty and how can they be addressed? How may the EU maintain and re-constitute its traditional leadership role on climate change?
