Wednesday 26 October: Planting the Flag: a Strategy for ICT-enabled Local Public Services Reform

Our two speakers will debate about public sector reform and the use of IT in this process. The two cases presented will broach the topic from different levels of government: local and national. The speakers will discuss how strategies are developed at their respective levels, and amongst other things, the influence of (inter)national measurement instruments (benchmarks, peer reviews, rankings, etc.) in motivating and structuring those changes. Links will also be made to how popular protests have helped stimulate the reform process.

Talal Al Rahbi is the Deputy CEO of the Sultanate of Oman's Information Technology Authority (ITA), and is also currently a member of the board for the UNESCO Institute for Statistics.

Martin Ferguson is Socitm's Director of Policy, and is also Associate Senior Lecturer in Information Management and e-Governance at the Institute of Local Government Studies at the University of Birmingham.
