This lecture builds upon previous lectures in the series by examining the role of 'interoperability' at the EU level. How can public administration services be constructed so that they work together across the European Union? What actors can and need to be involved?

The lecture will discuss the concept of interoperability, and how this is perceived at the EU level. Furthermore, the history and governance of the European Commission's ISA (Interoperability Solutions for European Public Administrations) Programme will be examined.
