At the outset of the “Drone Age” with the comprehensive commercialisation of drones for leisure activities, and multiple applications for professional as well as business purposes, the European Union (EU) is setting up a new policy framework for drones. The EU’s core objective is to facilitate the safe integration of civil drones into the European airspace from 2019 on.

In this context, this timely conference will bring together researchers and stakeholders with different backgrounds to discuss the multi-dimensional implications and issues related to the upcoming “Drone Age”.

The Japan Forum for Strategic Studies (JFSS), the Institute for European Studies (IES), and the Leuven Centre for Global Governance Studies are organising the joint seminar “Northeast Asia’s Security Environment: Focus on the Rule of Law and Regional Order”. 

At this seminar, panelists will mainly discuss issues related to territorial disputes involving Japan. The discussions will also focus on comparing experiences with territorial disputes in Europe, as well as on the rule of law and developments related to regionalism in East Asia.

President Trump and North Korean leader Kim Jong-un are meeting for a second summit in Hanoi on 27-28 February. The first summit in Singapore did not lead to the announced concrete outcomes. While North Korea has refrained from testing any missiles, there has been little progress on the ‘complete and verifiable destruction’ of the DPRK’s nuclear weapons. North Korea is trying to link any such moves with a lifting of UN sanctions, now often breached by various actors. The EU is not directly involved but has been a strong supporter of the sanctions regime. If there is an agreement, however, it is likely that the EU may be asked to provide technical and economic assistance to the DPRK.

The European Union’s participation in the United Nations Framework Convention on Climate Change (UNFCCC) is characterised by an informal division of labour. The EU is represented by a few ‘lead negotiators’ and several ‘issue leaders’ from EU member states and the European Commission. The peculiar mixed composition of the EU’s negotiation team makes one wonder how confidential information is managed by these actors. Closely related, it brings up the question what the influence of the ‘struggle for power’ both among and within the involved institutions is on how the EU negotiation team deals with sensitive information. The article that will be discussed in the EDGE Seminar tries to answer these questions. It finds that while the EU’s system of representation at the UNFCCC is quite transparent in general, secrecy seeps into the internal coordination process when quick and efficient decision-making by a small group is placed above transparency. In addition, in the institutional competition for power, access to privileged information has become a source of power that has shaped the interactions among the EU institutions, stimulating secrecy.

Discussing EU-African cooperation on migration most often happens from a Eurocentric perspective, emphasizing the EU’s core interest of having orderly and managed migration. But what do African states want in the migration field? What are their interests and positions vis-à-vis the EU’s agenda? The UNU-CRIS project ‘African Migration: Root Causes and Regulatory Dynamics (AMIREG)’ has explored this. Building upon extensive field-work and numerous interviews conducted in Ghana and Senegal, it elaborates on what drives African actors and African migration. This Policy Forum will present and discuss the key findings of the project with African policy-makers and civil society representatives.

IES researcher Jamal Shahin will present a paper that analyses how the internet has emerged as one of the key spaces for experimentation in future modes of governance, as different stakeholders in the global governance of the internet's infrastructure try to find different ways of interacting with each other. The paper focuses on the European Commission's approach to governing the internet, and shows how it has linked domestic economic considerations to global governance practices through its Next Generation Internet (NGI) initiative. The main thesis is that the European approach to Internet Governance has relied on a vague notion of "multistakeholderism", which evokes notions of a new form of democratic governance, but in reality leaves (non-)decision-making power in the hands of large (economic) actors.

In the run-up to the 2019 European Parliament elections, the VUB invites you to discuss and reflect about European democracy and your future. Why would you vote in the upcoming EP elections? How can you, and other young citizens, give direction to the future of Europe, in the ballot box, and beyond? 

On the 15th of May, we want you to explore your “connections” to the EU, through national and European elections, but also through deliberative events, public spaces, art and cultural interactions. 

We have invited a range of inspiring experts, each representing one of these connections. Their contributions will be alternated by Youth Cafés, discussion tables of five participants. We want to hear how you feel you can (or can not) shape the future of Europe. The conclusions of these interactive sessions will be bundled, to inspire a plenary debate with the experts at the end of the day. 

The aim is to fill the room with a plethora of small conversations (five people per table) that together conform a kaleidoscopic vision on alternative connections with European democracy.

English version included - Hoewel defensie lange tijd het politieke debat in België maar weinig kon beroeren, staan de fundamenten van onze nationale veiligheid vandaag ter discussie. Het valt dan ook niet langer te ontkennen dat België niet ontkomt aan de gevolgen van slepende conflicten en groeiende spanningen wereldwijd. Welke antwoorden kan het Belgische defensieapparaat hierop bieden? Zijn nieuwe investeringen nodig? Indien ja, waar moeten de prioriteiten liggen? En hoe kan de volgende regering haar internationale engagementen nakomen in tijden van budgettaire schaarste? Zijn middelen en doelstellingen nog wel goed op elkaar afgestemd? Of zal een slinkend personeelsbestand op lange termijn problemen geven? Over deze onderwerpen gaan Hendrik Bogaert (CD&V), Philip Claeys (Vlaams Belang), Melissa Depraetere (Sp.a), Wouter De Vriendt (Groen), Theo Francken (N-VA) en Tim Vandenput (Open Vld) op 23 mei in debat.

As we come to the end of our three-year JPI Urban Europe Innoviris project, we would like to share some of the results and reflections that we have made. Our final conference will bring together different stakeholders in the debates on urban sustainability, collaboration and technology to discuss how we can act in coherent, complementary and positive ways to increase awareness of and mitigate the impact of our environmental behaviour on the city we live and work in.

The conference will take place over one and a half days, and provide opportunities for policymakers, researchers, civil society organisations and citizens to share their thoughts on how to tackle environmental and energy challenges in urban settings.

Research has shown that ethnic minority women, by being members of two marginalized groups, might either face double barriers or experience a complementarity advantage in the representational process. Studies so far tend to focus on the role of parties in hindering or fostering the representation of minority groups through their selection process. Hence, research tends to overlook the role of voters in the election process. In this paper, we investigate how candidates’ ethnicity and gender interact to shape parties and voters’ behaviour in open-list systems, where both list composition and voters’ choice are crucial for candidates’ election. Our objective is double. First, we aim to investigate the existence and extent of a party vs. voters’ bias in the representation of ethnic minority women. Then, we want to understand how context factors, such as the geographical concentration of ethnic groups and partisanship, play a role in influencing these actors’ strategies.

Taking into account the increasing dependence of EU politics from the domestic context of member-states, this theoretical essay suggests that we need to rethink the legitimacy of EU referenda both at national and supranational levels, and in accordance to the type of the referendum. Unlike most research on EU referenda informed by direct democracy, the paper employs the approach of agonistic democracy due to the latter’s normative imperative for citizens to have an effective say in the way they are ruled. Discussion proceeds as follows. The first section critically comments on some of the most representative literature on legitimacy in the EU. The section that follows presents the basic features of agonistic democracy, and its value-added for assessing the legitimacy of EU referenda. The third section explores the recent Greek and British EU referenda to demonstrate ensuing legitimacy problems at national and supranational levels. The concluding remarks take as starting point the present analysis to raise broader reflections on legitimacy issues in the EU.

Once the Sea was Covered with Water: this documentary analyses the condition of contemporary European small-scale fisheries from the perspective of the two small fishing communities of the islands of Lampedusa and Fuerteventura. In some of Europe's most peripheral (border)islands, artisanal and small-scale fisheries struggle to survive squashed simultaneously by EU fishery legislation that jeopardizes fishers’ livelihood on the one side, and industrial fisheries’ overfishing that severely impoverishes fishing grounds on the other.

Women, racial minorities and immigrants are disadvantaged in society, and those experiences influence their opportunities in politics as well as the content of their political work. But what does this mean for women of immigrant origin, who potentially suffer multiple disadvantages at once in both society and politics? The aim of this seminar is to answer this question by looking at the intersection of the discriminatory mechanisms of gender, ethnicity/race, and immigrant history in the lives of women of immigrant origin in the United States. The central questions at the heart of this research are: How do women of immigrant origin in the United States describe their experiences and the transnational events that have influenced their political lives? How do these experiences impact their opportunities in politics and their political work? This study will help discovering the systems needed to support women of immigrant origin in their political aspirations which in turn could increase trust in government among ethnic minorities in the United States.
