| Towards a European Energy Community: A Policy Proposal |
The recent energy security issues and climate change challenges have given a new dynamic to the development of the EU energy policy leading to the formulation of a common strategy at EU level and increased regulation in the energy sector. Today the EU energy policy focuses on three key objectives: creating a competitive internal energy market, sustainable production of energy and security of supply.
Against the background of these challenges the IES Energy Policy Forum will discuss the recent proposal by Jacques Delors "Towards a European Energy Community: A Policy Proposal" based on a report of the Task Force of high level European experts established by Notre Europe to study feasibility of a European Energy Community. Coming to the conclusions that the current EU energy policy is suboptimal, the report examines what type of action is needed to develop such Energy Community and puts forward some recommendations how the legal and institutional framework of the Union could be best used to achieve this model.
