According to the 2003 European Security Strategy (ESS), the European Union (EU) is committed to ‘effective multilateralism’ - a central aspect of which is the ability to address security threats that include regional conflicts, climate change, and failed states. Tackling these challenges increasingly requires the cooperation but also the active involvement of the emerging powers. The EU faces an interrelated set of challenges in managing global threats First, the EU must improve its international position vis-à-vis the emerging powers, individually and collectively. Second, it must seek to actively engage them in ‘effective multilateralism’. Third, it must formulate comprehensive policies towards transnational challenges in a multilateral setting. This workshop interlinks questions of the EU’s performance vis-à-vis its strategic partners with its approach to specific challenges: climate change, regional conflicts and failed states, migration, and development. Contributions to this workshop address these challenges from a number of viewpoints: the nature of the challenges, their interconnectedness, but also respective EU, Chinese, Indian, Brazilian and Russian approaches to tackling them. By contrasting different national approaches, viewpoints and proposed policy solutions, this workshop aims to generate research questions, establish synergies between researchers, and enable to formation of an expert community on this subject.
